Weaver (AL) – Weaver had the regular City Council meeting on Tuesday 24 January 2023.
Work Session
Joey Conger, Public Works director, explained during the work session that a picnic table was accidentally backed over while construction at the park began. The picnic table will be taken out of the park and a new one ordered. The city will not be liable for this. Although the limb truck has not been returned, it is expected to be in service next week. Mr. Conger’s Department will also begin putting up the signs designed to recognize the state champion win by The Weaver Band.
Fire Chief Chief Bunn addressed questions about the demolition grant received by the city. The city still has $30,000 in grant funds, and would like to demolish two buildings. Chief Bunn will contact grant organizations to request an extension, to ensure demolitions can continue on schedule and to hire a project manager.
Next Tuesday’s meeting of the planning board will be devoted to discussing the Buckhorn development. The development plans currently have only five feet between buildings. The city would like to see this increased. The board will approve the plans and the council will vote on them.
Mayor Clendenning stated that progress is being made to move the voting location from church to community center. To view the location, he will meet with Gloria Floyd, the city’s lawyer, and Judge Martin. This move is supported by the church.
Mayor noted that the GIS mapping system was having issues and that certain properties weren’t properly identified as being in Weaver City. These issues will have a significant impact on the fire tax, so drastic changes should be made. This is an ongoing update and correction. These errors were discovered when a tax problem involving a business was discovered. The incorrectly paid taxes were sent to Weaver instead of Jacksonville. Both cities have teamed up to rectify the financial problem.
The Mayor also highlighted the success of the band recognition. He mentioned that the road in front of the high school was renamed to Gene Taylor Drive. Because Taylor was the former wrestling coach, he might like to also celebrate the success of the wrestling team at the renaming ceremony. This event is currently not scheduled.
The Mayor encouraged residents of Weaver to follow the team’s progress over the next two week as they compete in Birmingham, Huntsville and for the state championships.
Mayor Clendenning spoke out about a grant for $250,000. If approved, this grant would allow 20 roads to be resurfaced in Weaver.
Also, the Mayor discussed a payroll adjustment to bring all employees on the civil service pay scales. Each employee would be assigned to the pay scale closest to their current pay rate, without having their salary decreased. If implemented, this will result in a city budget of $11,000 per year. This item is not up for vote tonight. It is only being reviewed.
Shelby Peterson, East Alabama Regional Planning and Development Commission, presented a portion the comprehensive plan that is currently being developed. This plan is a long-term project and study to revitalize Weaver’s downtown. There will be many more meetings, and no action is being taken at this point.

Mayor’s Report
- In the coming weeks, you will see signs for The Band.
- Gene Taylor Drive has been named. It is being planned.
- The Wrestling Team will compete in the state championships within the next two weeks. A request was made for them to be well.
- The formal change of the voting location to the comity centre is progressing.
- To hopefully secure funding for the repaving up to 20 roads in Weaver, a grant will be submitted by February 10.

Comments from the public
- A resident asked for an update on the December water leak that had resulted in a large water bill. According to the Mayor, they reached out to several local municipalities and found that they have the same policy as Weaver. They will continue their research into the matter.
- A resident asked for an update on the progress of the bathroom project. The resident was informed that the picnic table had been damaged and that the toilets are on schedule to be completed. A discussion was held about expanding WiFi in the park to allow for more cameras.
