Weaver, AL – Weaver has held their regularly scheduled work sessions as well as a City Council Meeting on July 25th.


Work Session

The meeting began with the Mayor Jeff Clendenning announcing that Walmart would be sponsoring this Weaver Free Day on the 29th of July, by providing discounts on the food items purchased. He also said that some of the candidates for Judge requested to hand out things away during the event, and he has no issues with the idea.

The next issue involved that of the Splash Pad. Since the components are under warranty, the city must allow the company to send the replacement parts. However, they’ve made promises to the component but sent the wrong item for weeks and the promises were not fulfilled. The Mayor has stated that if the item is not delivered on the date promised, the Mayor would like to talk to the city attorney regarding seeking compensation for the part from a different supplier or the cost of fixing the part or the whole Control Panel replaced. He is disappointed that all summer long is gone without a resolution.

Public Works Director Jonathan Ingram, gave an update. The Well Inspector Amy White, stated that If the city decided to purchase water from Anniston the city would not need to fill the wells or seal them like they had previously. The city would still need to get quarterly water tests performed, but that is not being done right now. In a previous meeting, the cost of the tests were compared with the savings from labor and maintaining the current system instead of purchasing it. The Mr. Ingram also received a estimate of $1,700 for the replacement of the wood Pavilion walkway on Angel Lake (aka Buckhorn Lake/Weaver Lake). In addition, he said that a employees from public works was fired, however another employee was hired, and is seeking full-time work.

Chief Bush didn’t have a written report.

Chief Bunn did not have a report but Councilwoman Hamby sought to gain to know more about the Code enforcement policy. It was clarified that once Code enforcement received the report they would contact the owner. If they determined that the complaint was to be not in compliance with the law, they were given 21 days to settle the problem. After that time frame was met, if the problem wasn’t resolved, the city must decide one of two options: 1. complete the work, and then issue an obligation on property, or 2. Issue a citation for appearing in the court. He explained that announcing the citation isn’t a guarantee that the person will appear in court, and if they do not and the court sentence them to jail time, the city is required to pay for the jail fees. He also said that placing the lien on someone’s property does not guarantee payment and the city has to bear the expense of resolving the problem. There’s no way of requiring someone to correct the problem.

Chastity Whetstone has provided an update on the financials through July’s end, to be used in discussion of the budget begins.

City Councilman Tim McRae wanted public works to be aware that the pavilion was well and they’ve done well in making the area unaccessible to people of all ages until the council decides on the best option. He was also interested in knowing whether there were ARPA funds remaining that could help in the cost of fixing the pavilion.

An issue was brought up in which the bathrooms were obstructed by camera view of the splash pad as well as skating park. It was suggested to look at the possibility of putting up additional cameras in order to provide more access to the park. Chief Bush added that the DVR will need to be expanded to allow for more cameras.

Councilwoman Hamby requested that the council consider altering the existing codes to include a speedier procedure for repeat code violators and possibly more severe fines for those who repeatedly infractions to the ordinances.

Mayor Clendenning pointed out that there were funds not being used from the Cultural Arts fund and he would like to look into purchasing new Christmas decorations for the Main Street.

FEMA will conduct an inspection of the flood plains within the county as well as all municipalities on the 14th of August. The mayor did not anticipate any problems however he wanted the public to be informed.

Discussions were held about the old bathrooms and the possibility of repurposing the space for storage, by removing everything in the bathroom, except for the wall of the stall. The Mr. Ingram also said he would like to save any bricks he could use to use for future repairs.

The park was asked to investigate the possibility of installing new vending machines in the park.

A plan was created to renovate the old fire department’s building to be converted into it vacant and useable by Public Works Department. Additionally, there was the truck which was given to the fire department by the Forest Commission. The truck hasn’t seen use in three years. Chief Bunn is determining if it is available on governmentdeals.

Steps will be added in Pavilion B prior to the 12th of August to make it more secure and more user-friendly.

Mike Warren spoke about Heritage Day and the needs. He also provided $250 donation from the Lions Club to add to the book bag giveaway.

The War in Weaver Disc Golf Tournament was played on the 22nd. There were 36 participants.

The Mayor then asked whether anyone had a problem regarding that the Splash Pad being opened every day starting on 7/26 until the day of school starting on 8/3, from 12:00 pm until at 6:00 pm. There was no issue.
