Montgomery (AL) –Governor Kay Ivey signed Tuesday’s Executive Orders 726-727 and 728 in order to promote efficiency, accountability, and transparency in state government.
Governor Ivey reaffirmed her commitment to an open, honest, and transparent administration during Monday’s Inaugural Speech.
“In 2017, I made a promise to my administration that it would be transparent, open, honest, and transparent. Governor Ivey said, “I recommit to your today: We will continue striving for that promise.” “We will implement the necessary reforms to make sure your state government is more efficient, more accountable, and more transparent. We will tighten government.”
Governor Ivey sent a clear message by signing the trio executive orders at her second term’s beginning. She demonstrated her commitment to making sure that state government serves the people of Alabama better.
Executive Order 726 promotes the faithful execution the laws within state government’s executive branch by setting standards for management and operation of state agencies. This will further unify the executive branch agencies under the direction of the governor.
Executive Order 727 will create the Governor’s Study Group for Efficiency in State Government.
The Efficiency Study Group will study ways to increase state employee recruitment and retention, as well as the possibility of eliminating or consolidating state agencies, boards, and commissions. The group will submit a report and make recommendations by December 15, 2023.

- Jon Barganier, Chief Operating Officer at Manufacture Alabama
- Alabama Department of Examiners of Public Accounts Chief Examiner Rachel Riddle Advisory Capacity
Executive Order 728 promotes efficiency and accountability in state vehicle use. The executive branch currently has more than 9,000 vehicles that can be used to support around 30,000 employees.
One day after the General Election in November 2022, Governor Ivey sent a memo to the executive branch asking for an accounting by state vehicles.
Executive Order 728 contains key provisions that require agencies to create policies to eliminate state vehicles and better control the use and assignment state vehicles for official purposes. The Governor Ivey’s Office will require agencies to submit annual reports on their use of agency vehicles. This is in addition to enhancing oversight of the issuance and management of “cover tags,” which are undercover license plates that facilitate law enforcement undercover operations. The order also directs ALDOT that the State Motor Pool be eliminated by October 1, 2023.
Governor Ivey sent this message after signing the trinity of executive orders.
“As we begin the next four years, we must ensure that the state government is efficient. As we strive to improve the lives of all Alabamians, we will be guided by the principles of transparency, efficiency, and accountability. My administration will continue to work to better serve our citizens. Today’s executive orders are an affirmation of Alabamians expectations that tax dollars are safe managed and state property is used only for official purposes.
